If you have ever been working in a 3D MicroStation V8 DGN file and have had problems with elements not snapping correctly or you cannot rotate or manipulate elements properly or line styles are not showing up it is likely because the verticies of the elements in question are drawn at two very different elevations.
Obviously there are many ways to solve any problem in a given CADD platform. One utility that I have found very useful is called ModZ and is a free MDL Application for MicroStation V8. Download the file at this URL http://www.iddea.org/downloads.htm (near the bottom of the page). Then download is a .zip file that contains the actual MDL App as well as a Word document with instructions on how to use the application. You will have to place the other file in the download (modz.ma) in the directory where MicroStation stores MDL Apps. Once completed, you should be able to launch ModZ from the Utilities menu in your DGN file. The utility opens a small window that allows you to manually enter any "Z" or elevation value and you can then either select a single element, all elements in the file, or select elements by a fence for modification.
